On June 21st, a delegation from the Shanghai Advanced Institute of Finance (SAIF) at Shanghai Jiao Tong University (SJTU) attended the Conference on the High-Level Opening-up of China (Shanghai) Pilot Free Trade Zone Lin-gang Special Area.
The morning session was attended by several distinguished guests, including Jinshan Chen, Member of the Standing Committee of Shanghai Municipal, Secretary of the CPC Working Committee, and Director of the Administrative Committee of Lin-gang Special Area; Weihua Shen, Deputy Director of Shanghai Municipal Commission of Commerce; Guangyong Liu, Deputy Director of Shanghai Municipal Foreign Affairs Office; and other prominent officials from the Lin-gang Special Area and SJTU.
Jinshan Chen met with Guangshao Tu, Executive Director of SAIF, and his delegation at the Lin-gang Center, expressing a warm welcome and anticipation for further cooperation between SAIF and the Lin-gang Special Area.
The conference, jointly organized by the Lin-gang Special Area Management Committee, Shanghai Municipal Commission of Commerce, and Shanghai Municipal People's Government Foreign Affairs Office, with academic support from SAIF, brought together participants from embassies and consulates in Shanghai, Shanghai International Friendly Cities, foreign-funded enterprises, factor markets, universities and institutes, financial institutions, and science and innovation parks.
During the meeting, three public service platforms were launched: the Expatriate Service Center of Lin-gang Special Area, the "Going Global" Comprehensive Service Platform of Lin-gang Special Area, and the Equity Investment Comprehensive Service Platform (International Version) of Lin-gang Special Area — all aimed at promoting high-level opening-up through services.
In the afternoon, SAIF and the Lin-gang Special Area Administrative Committee jointly organized the "Offshore Finance and Cross-border Finance Seminar."
Guangshao Tu, in his address, emphasized SAIF's role as an internationalized high-level finance institute established by the Shanghai Municipal People's Government based on SJTU to promote the construction of the Shanghai International Financial Center. He expressed SAIF's commitment to focusing on national financial innovation and opening-up, serving the construction of Shanghai's reform and opening-up, and paying special attention to the successful experience of the Lin-gang Special Area. Tu also conveyed SAIF's desire to strengthen practical cooperation with the Lin-gang Special Area in financial talent cultivation and high-end think tank services.
Yong Zhang delivered a keynote address entitled "System-based opening-up program and Pudong comprehensive reform pilot: the main scope of offshore and cross-border finance and safeguard measures." He proposed constructive measures, including leveraging the power to formulate regulations in the Pudong New Area, strengthening the Shanghai Financial Court to innovate the institutional mechanism of financial trials in foreign-related financial business, exploring more inclusive and prudent supervision of offshore and cross-border business, and strengthening international cooperation in Fintech.
During the seminar, a signing ceremony for the cooperation between the Lin-gang Special Area Management Committee and SAIF was held, and the Lin-gang Special Area-SAIF Practice Base and SAIF-Lin-gang Special Area Studio were unveiled.
